| We are publishing Alexei Krivolap's presentation which was done on the 2nd session of Vilnius Media Seminar (VMS) "Strategies of Tactical Media: Noise Makes Sense" on 19th of February, 2007.
Lets start from one small example. Awake after a good party we often have a headache, or lets be more exact: a hangover. There are two choices to fight against it: tactical and strategic. The tactical way would be some beer gulps
whereas the strategic one would be slow existence without alcohol through all the day.

| We are publishing Benjamin Cope's presentation which was done on the 2nd session of Vilnius Media Seminar (VMS) "Strategies of Tactical Media: Noise Makes Sense" on 19th of February, 2007. His experiences in making radio shows and travelling all around Poland for interviewing local people without having good polish skills was very much of the tactical nature.

| The second session of VMS (Vilnius Media Seminar) has taken place in Vilnius Art Academy on 19th of February (2007). The topic this time was "Strategies of tactical media: noise makes sense". At first during the seminar the tactical media as a concept was presented and then the significance of tactical media in Eastern Europe was discussed. The key speakers were Alexei Krivolap [BY] and Benjamin Cope [UK, PL]. The moderation was held by Vytautas Michelkevicius. At the moment we are publishing audio files and pictures from the seminar and in a meanwhile we are going to publish the presentations as a working papers here as well.

| Vasario 19-ąją įvyko antroji VMS (Vilniaus medijų seminaro) sesija. Pranešimuose ir diskusijoje svarstyta, kas yra taktinės medijos apskritai, bei bandyta atsakyti į klausimą, kokias taktikas jos pasitelkia Rytų Europoje (Baltarusijoje, Lenkijoje ir Ukrainoje). Pagrindiniai pranešėjai - Aleksejus Krivolapas [BY], Benjaminas Cope'as [UK, PL] ir Vytautas Michelkevičius. Kol kas publikuojame nuotraukas ir garsinę (pranešimų bei diskusijų) medžiagą, o netrukus pasirodys ir pranešėjų tekstai.

| It was noticed by participants of the Vilnius Media Seminar, that the film Lithuania (rus. Litva) is pretty boring in a visual sense. Actually, this film is a long-lasting report in the genre of TV news with a short playful introduction. With the exception of catastrophic breaking news where the visual part is of great importance and which supports our decreasing interest under conditions of informational overdose, other blocks of TV news could be perceived auditively.

| Analizuodama socialinius ir kultūrinius tekstus semiotika savo pagrindiniu tikslu laiko aprašymą sąlygų, kuriomis konstruojama ir suprantama reikšmė. Semiotika analizuoja semiozės reikšmės gimimo procesą, tad esminis semiotinis klausimas skamba taip: kokiu būdu iškyla reikšmė? Laikydama tekstą imanentine ir vientisa reikšmės visuma, semiotika atsisako lyginti ją su išorine realybe arba atskirti jos tiesosakinius ryšius su tikrovės faktais. Tai nereiškia, kad semiotinė analizė mėgina ignoruoti turimą kultūrinį ir socialinį žinojimą (taip vadinamą kultūrinį tinklelį), bet greičiau tai, kad semiotika tyrinėja, kaip tekstas konstruoja savąją realybę, o ne ką išoriniai faktai gali pasakyti apie tekstą.
